Posting here what I did to resolve this weird problem in case anyone else run into it:
When I entered "Security and Maintenance" (search from Start menu) that window opened up with the Maintenance section expanded, it contained a device driver warning with a "update" button, it is worth mentioning that no such warning appeared in Device Manager.
After clicking this button the message immediately disappeared with no special indication.
Then I clicked the blue "Start maintenance" label under that section which triggered a maintenance run lasting few minutes.
After that, all of a sudden, I could find the “HP Reverb VR Headset Setup” app under the start menu, and ran the manual pairing process successfully.
My guess is that Window had some weird problem installing the drivers, plus it took a maintenance run to cause the “HP Reverb VR Headset Setup” app to appear.
