RFI interne pour tater le terrain


The Air Force is seeking information addressing the following elements: 1. Identify how you could provide the Government with at least two (2) manned aircraft and associated ground systems within five (5) years that would provide the capabilities of the E-3G listed above. Describe in detail the capabilities your platform would provide in each of the following areas and include Technology Readiness Level (TRL):
a. Advanced AMTI radar (as described in paragraph 4 below)
b. IFF capabilities (transmit, receive, interrogate)
c. Electronic support measures
d. BMC2 mission system with integrated on and off board communications
e. Ability to conduct at least six (6) BMC2 missions simultaneously

i. Missions include Offensive Counter Air (OCA), Defensive Counter Air (DCA), Air Traffic Control (ATC), Close Air Support (CAS), Suppression of Enemy Air Defenses (SEAD), Air Refueling (AR), Combat Search and Rescue (CSAR), etc.

f. Ability to conduct radar-based maritime surveillance missions
g. An integrated self-defense suite
h. Built-in full mission awareness in the cockpit
i. Boom/receptacle air-to-air refueling capability
j. M-Code Global Positioning System
k. Mobile User Objective System (MUOS) communications
l. Automatic Identification System (AIS) receiver
m. Second Generation Anti-Jam Tactical Ultra-High Frequency Radio for NATO (SATURN)
n. Link-16 Crypto Modernization and Frequency Remapping
o. Crew rest capability
p. Systems Integration Lab (SIL)
q. Pre- and post-mission ground support systems
r. Aircrew and maintenance training systems


2. Describe approaches to ensure the weapon system meets USAF cybersecurity and Risk Management Framework (RMF) requirements and incorporates appropriate program protection. Provide examples of where you have provided comparable capabilities that have met these standards and requirements.

3. Identify your cruising range, unrefueled range, service ceiling, and attainable surveillance coverage over a 10-hour mission.

4. Describe your radar design that maintains a 360-degree (azimuth) surveillance picture and is able to perform airborne and maritime surveillance and tracking with variable revisit rates and variable track updates.
a. Describe your ability to maintain this picture while providing electronic steering to isolate targets of interest.
b. Describe how your platform provides an advanced AMTI radar subsystem onboard sensor and performs real-time data processing of radar targets. c. Describe your radar performance and capabilities at the classified level addressing the maximum detection range, target size used for that range, and the smallest observable target co-altitude at the radar horizon. Include atmospheric and weather conditions used in your assessment.

5. Describe your BMC2 capabilities including:
a. Sensor data processing, correlation, and fusion
b. Track initiation, maintenance, and pruning
c. Target categorization, classification, and identification
d. Communications assignment, frequency management, and de-confliction e. Fighter C2 and dynamic tasking

6. Describe the classified or unclassified frequency range in which the radar operates. Discuss known issues including other radars operating with overlapping frequency ranges. Discuss limitations on operating your radar solution both in the United States and globally based on existing or planned interference sources, including but not limited to cellular communications technology and other radar systems operating in the same spectrum band.

7. Describe your experience accomplishing FAA and Military airworthiness certification for commercial-derivative aircraft.

8. Describe the current airworthiness certification status of your potential system. Identify any additional work required to obtain either FAA or USAF Military Certification, and a high confidence schedule to obtain that certification.

2023 c'est la date d'attribution du marché et livraison des 2 prototypes pour 2028 selon le RFI.
